Moore's Law: the number of transistors on a chip roughly doubles every two years...

If they can get their plant into production, and manage to fit twice as many transistors on a chip and have a decent yield, then yes.

pfft catch up intel! UoS electronics unit has been sub 10nm for quite sometime now (well until it went up in flames last year!) not quite the same process and it is experimental and thus not mass production and uses 100mm waffers.
