The memory manager in Win98SE is effectively limited to 512MiB (Including AGP aperture memory) due to some design decisions. There was never any plan to fix this. If you want to use Win98SE with more than 512MiB, then you need to force Win98SE to use less than 512MiB of memory total. Failure to do this tends to lead to some wierd and wonderful out of memory errors! See the MS knowledge base article Q253912.
