My PC no longer shuts down

I tried posting this elsewhere, so I figure I mind as well try here too...

Since I've installed my new Turtle Beach sound card my PC locks at reboot/restart or when powering off. It goes to the blue screen, the PC sounds like it clicks (the network card deactivates, I can see the light out on the switch) but the blue screen just sits and the mouse is froze (because, as I said, it seems to actually be off).

I've played with very ACPI related setting, nothing seems to be working. Otherwise, my system and new card work great!!

Yup. Nothing on turtle beach's site about it, and 2 friends with identical XP and turtle beach cards have had no problems.
