A pixel can be 0 to 100% transparent. I don't know how it is handled in the file, but you don't designate a colour in the way you do with a .gif.

PNG's have an alpha layer that supports various levels of transparency.

The Alpha layer on a Gif however will only support black or white. Hence it's either fully transparent or solid. Nothing in between.
