It's a glitch in everest, shows the same with my 320MB card, but shows right with a 256 or 512 card.

Increasing the PCI-E frequency can be helpful and does not hurt anything as long as it is within reason. It doesn't add much in the way of performance simply because we can not supply enough data to max out the available bandwidth as is. Overclock just for the sake of the hobby and see what you can get out of each and every component on your system. Outside of CPU and GPU clocks there are only small improvements to be found, things will only show up in specailized benchmarks.
