If it's a psu with independent regulators on the rails, you don't need to do anything to load the 3.3v and 5v rails; they'll just idle while the 12v runs.

If it's a single-regulator design, then you could probably get away with a 4.7 Ohm 10w resistor on the 5v, and a 3.3 Ohm 5W resistor on the 3.3v.
