Hey Wolf, I'm not sure I understand.

Do you not want the CPU fan to cycle when the machine is turned on? I think that would be dangerous if the CPU is installed, but it would be easy to accomplish by pulling out the fan wire from the header on the board. Then you'd have to go into the BIOS as well and turn off the safety feature that shuts the machine down if the fan isn't working.
