Sounds like a Boot Loader problem.
One way to make sure your hardware is functioning is use Linux on a bootable flash drive.
Boot up and see if Linux launches ok.
If it does, you can use "Disk Utility" to scan the hard drive and run some tests.
You can also retrieve files and backup critical files in case the drive is failing or dying.

So you have video correct?
Can you actually get into the BIOS?
