8k3a+ power on problem

Hope you can help me with this...

I have an Epox 8k3a+ with an AthlonXP 1800+. When I turn turn on my powerstrip where the PC is plugged, the PC turns on automatically without me even having to turn it on. I have checked all the settings in the bios, even made sure that the "State after power failure" is set to off. I have also turned off ACPI thinking that this might be the problem but it still happens.

Do you have any ideas or is this a broken board?
