Is it legal to stop people from selling their used games?

Can games publishers prevent customers from selling their used games?

See front page:

If it's mine, I can sell it. If it's not mine....I want my money back! ":O}

I agree with the ACT...
If I purchased the game, then its mine. I have the right to sell it to someone else.
Now, if I make copies of it and sell it, that it a totally different issue.

Its kinda like buying a car... its my car and I can sell it to anyone I want. I don't have to get permission from the manufacturer.

But I wonder about those games where you have to register your personal information for the License or Key. Kinda like Operating Systems.
It will be hard for someone to purchase those games because they can't play it unless they have the original owners personal information.
This is how Steam Works...
