Do you think it will play previous Xbox 360 games?
I'm sure there will be a performance loss, but everyone is into simple, cartoon graphics on their tablet right now.... they are really missing the HUGE screen & Surround Sound of Desktops.

Looking at the supposed specs. it does look like it could run Xbox 360 games.

I doubt it'll run Xbox 360 games, given "Xbox Surface" only has 288Mb (is that Mbit or Mbyte?) RAM, whereas the Xbox 360 has 512MB RAM (plus 10MB of framebuffer). It's also a different instruction set (ARM vs PowerPC) - although that's not the biggest hurdle.

It looks more like a game controller rather than a fully blown tablet.

The tablet alone wouldn't do it, but it comes with some kind of base station, an Xbox 720?:

The tablet has a "custom IBM engine with scale-out work loads". What is that?

Scale-out is a cloud computing term as far as I can see. It refers to the splitting of your workload and dataset across many computers.

Tablet as video game controller differently has some real possibilities...Would have to see one in action to gage my interest.

I'd imagine this Xbox Surface could be something similar.

The tablet is more like a cross between a tablet and a controller.
