PCI-Express Newbie :P

Anyway im thinking of building a new pc since mine is soo crummy, AMD Athlon 2000+XP, 512 DDR, FX 5200 256mb (i wasted money on that card thought it would handle doom3, LOL was i wrong) anyway for a new system im not sure what i want to get. I havent started buying the parts yet coz i need to make sure its planned out first, so far i hear everything about the pci express video cards that they are slower but consume less power than AGP ? Im only 17 so i cant afford high expensive cards just something that'll do they job. All i hear is pci express this and pci express that, whats so good about it ? can anyone tell me Is it the way of the future, ah also i heard somewhere about some motherboards with 2 pci-express slots are able to run 2 vid cards at the same time with a sigficantly hgh result. im thinking of buying a 6600GT or a x700XT for a mobo withthe pci-e slots. Are there any cards which which could perform well but not expensive, something that will handle doom3 and counter-strike:source/half-life2(when released) with ease on just a new AGP Mobo? If anyone could help clarify with pci-e it would be a big help.
Ps. if anyone could list a few good sytems that are cheap/mid-ranged prices yet good in performance that would be a major help too. AMD 64 Or p4 3.0+ ? Thanks~.

i'm running CS:S with 55-70 fps with my 9800pro. I was really suprised with this result!! The source engine runs very good on mid range cards. you can buy a 9800pro for $175. I run it with 2xAA 2xAF(not the best but looks sweet).
