Will DX9 cards emulate DX10?

I consider myself a techie and are somewhat ashamed and irked to be asking such a silly question (quick Googling didnt answer my question to my liking).

Will DX9 graphics cards such as the 7905GT (etc) run DX10 games in DX10 through software emulation?

If so, how much is the performance hit?

I think i read somewhere that it was about 15%, but i'm unsure. Although i'm sure that Crytek have been creating videos of Crysis using the latest Direct X 9.0c Hardware.

DX10 functionality also encompasses DX9 functionality. Thus, the performance hit will depend on how much of the new functions in DX10 are used.

IE, it'll depend on the people writing the code as to the performance hit.

ATI's X1k gen...yes.
Nvidia DX9 solutions...no. So we got G80 out already.
