Tbh, there is no reason for nVidia to push a product until its ready, they're still selling the 8800gt well right now, and AMD doesn't compete in price and public opinion for the performance market.
Having said that, the x1950PRO still owns the budget performance area, but companies seem reluctant to bring out budget performance kit. Its either pure performance, or a budget DX10 card that can't run anything.

That's likely due to the fact that budget performance kit doesn't have the same profit margin....
