Video Capture Card
I need a video capture card that I can hook up an analog CCD surveillance camera and have the video signal displayed on the desktop. I have a program that captures the desktop images every second with time and date stamp.

Maybe something that use's the USB would work as well. I just need something really fast that produces outstanding images.

Just the one camera? There are actually hardware packages that will act as the surveillance recorder for more than one camera if you intend to grow the setup.

I have used both a BT 848 based capture card and got some good results from a mono/IR surveillance camera. I've also used some Zoran based solutions that seem to work reasonably well. You might want to look at DVDRHelp at their capture card section.

For some reason, capturing the desktop doesn't always capture overlayed video - you might find you just capture a pink square instead!

If you're actually going to use it for surveillance, make sure that whatever you do get will be permissable in a court of law, as you might have to prove that the image had not been tampered with
